These heavily-padded shoulder straps are part of the MOLLE system, and are adjustable for varying torso lengths. In the MOLLE system (as compared to the older ALICE system) more weight is distributed at the shoulders and hips, and during a prolonged road march, soldiers can shift the weight to where it feels more comfortable.
